Burke Basketball Travel Policy for All Coaches
   
 
   

1.      PURPOSE. 

The purpose of this document is to delineate procedures and policies specific to the Travel and AAU programs of Burke Basketball, to include coaching selection and tenures, team selections, and any other issues unique to Burke Basketball.  (Note: the procedures outlined here do not apply to the coaching process for Burke Basketball House programs).  

    1. The Burke Basketball Travel Program intends to work closely with all the coaches in its purview, to include mentoring, training, and otherwise providing direction to improve and ensure the quality of the coaching program for Burke travel players.
    2. This policy is to be reviewed every two years by the Travel Commissioner and the Travel Board for submission to and final approval by the President of Burke Basketball.
   

2.      ROLES and RESPONSIBILITIES.

    1. Travel Commissioner.

                                                               i.      The Burke Travel Commissioner is responsible for the administration of the Burke Basketball Travel program, to include but not limited to the following:

1.      Annual review of coaching needs of the program.  This means that the Commissioner will determine current coaching openings, which can occur based upon coaches leaving the program for personal reasons, being removed for cause, or tenure limitations for positions as outlined later in this document.

                                                             ii.      The Travel Commissioner will establish a Travel Board composed of individuals with travel or higher level coaching experience.  A minimum of five members (including the Travel Commissioner) are required.

    1. Travel Board.

                                                               i.      The Travel Board, in conjunction with the Travel Commissioner, will perform the following roles:

1.      Review and provide selection inputs on travel/AAU coaching applicants.

2.      Recommend potential changes to the overall program as required, including but not limited to:

a.       Coach selection process

b.      Travel team training

c.       Coaches training

                                                             ii.      Travel Board members will remain as part of the board until either they choose to remove themselves, or it is decided in the best interest of the program by both the Travel Commissioner and the President that he/she should step down.

    1. Applicants.

                                                               i.      Coaches will be selected by an application and review process.  Applicants must submit a coaching resume to the Travel Commissioner. 

1.      The resume must include, at a minimum, the applicant’s relevant coaching experience, applicable certifications (if any), and goals and/or philosophy as it applies to team and individual coaching.

2.      An example resume will be provided to all applicants to fill out and submit.

                                                             ii.      Applications can be submitted to the Travel Commissioner any time of year, but will be reviewed against potential openings only twice per year (notionally June and January of each calendar year).

                                                            iii.      Applications will be reviewed by members of the Travel Board and the Travel Commissioner.  Inputs may be solicited from other coaches, league directors of Burke Basketball as well as from other programs as appropriate and at the Travel Commissioner’s discretion.  An applicant may also be interviewed by the Travel Commissioner at his or her discretion.

1.      Individual background investigations may be required on a case basis as additional input for selection.

                                                           iv.      Coaches may be selected by this process delineated above for EITHER head or assistant coaching positions.

                                                             v.      The Travel Commissioner has the final decision on applicants.

                                                           vi.      Upon completion of the selection process, applicants will be informed of their status by the Travel Commissioner.

                                                          vii.      When selected, coaches are normally assigned a team based on gender and age group.  Where possible, coaches may be able to coach their own son or daughter for a particular team.

    1. Coaches and Tenure.

                                                               i.      Traditionally, coaches have moved up with a team in the age groups coincident with the progress of their own child in the program.

                                                             ii.      Burke Basketball will normally limit the tenure of an individual head coach to a particular team to two years. 

1.      This requirement may be waived by the Travel Commissioner, with concurrence of a consensus the Travel Board, for an individual coach under the following circumstances:

a.       The current coach is of exceptional caliber and should be retained, and

b.      Applications do not warrant changing coaches for the team and age group in question.

2.      Coaches may

a.       Revert to an assistant coach role, or

b.      If desired and approved by the Travel Commissioner, become a head coach for another team in another gender or age group.

                                                            iii.      This policy does not infer either: 1) a commitment on an individual’s part for two years when applying for a coaching position, or 2) that an individual coach is automatically retained for two years.

    1. Review of Coaches.

                                                               i.      The performance and conduct of all coaches will be reviewed by the Travel Commissioner and the Travel Board at the conclusion of each winter season.

1.      Inputs for this review may rely on several sources, including but not limited to direct observation, other coaches’ inputs/observations, and rulings/comments by the Fairfax County Youth Basketball League (FCYBL) organization.

2.      The Travel Commissioner and Board will vote on retention of current coaches into the following season or at least until the next pre-season board meeting to review potential applicants.

                                                             ii.      The Travel Commissioner, with concurrence of the Travel Board, may remove an individual coach for any of the following reasons:

1.      Conduct towards players, officials, and/or spectators which is not in keeping with the spirit of good sportsmanship and the tenets of Burke Basketball.

a.       A coach may be suspended or removed at any time during the season depending upon the severity of the situation.

2.      Application of a more qualified applicant for a given coaching position.

3. TRAVEL TEAMS.

 Number of Teams.

                                                               i.      Burke Basketball will not normally enter more than two teams in any one age group.

1.      Exceptions may be made at the Travel Commissioner’s discretion after review by the Travel Board.

    1. Team Selection Process

                                                               i.      The Travel Commissioner will assist new coaches with tryout and player selections as needed to ensure the quality of the Travel program.

                                                             ii.      When there are two teams in a particular age group, where one is in Division 1 and the other in Division 2, the Division 1 coach will be allowed to fully select his/her team up to 10 players before the Division 2 coach selects a roster.

                                                            iii.      In circumstances such as in the Boys or Girls 10 categories where there may be two teams per age group, or when there are two teams that are both Division 2, the Travel Commissioner and Board may designate a first and second coach for purposes of initial player selection.
